3G to 2G??? i still don't understand
or your project is swap from nodeb huawei to nodeB siemens

1.this swap just only swap the node-b or include the feeder and antena?

2.swap include the RNC (it should be :D )?

3.prepare the crossconnection betwen new RNC with MGW(.
prepare the crossconnection betwen new RNC with SGSN.
may be need multivendor verification if not same vendor.

4.change LAC or not?URA for 3G at huawei usually On,please prepare it for siemens(need cost for licence).
