Is that the full name of the document ? I do have many planning guidelines (NSN), none of them with that name. Any particular info your are looking for that may be available in other docs ?

I am looking for some deeper study for the power planning for UMTS/HSPA/HSPA+.
Related topic are common channel power and simulation, R99 channel power and simulation, HSPA channel and simulation.
beyond that, any topics about how to monitoring and optimization is welcome.
