PSR99 PDP Context Activation Failure_Cell Update Response on DL Issue

After F3 implementation while DT on F1, PS R99 service session can not be initiated, RRC Setup is fine, RAB setup is fine, after RAB setup UE send Cell Update to RNC on UL CCCH to RNC but there is not cell update response from RNC and finally PDP context activation rejection. Please help on this issue. Thanks
