LTE throughput

Hi, i have a lot of question about what signal level use for calculate LTE throughput.
En example:
20Mhz FDD, 10W Output power
64QAM CQI 15 - SNIR req 20.
The signal level is RE level (9,21dBm), because all RE is coding with high modulation scheme, it's correct? Or not?

its correct the signal level 9,21dbm for 1 RE,but the throughput calculation its from the TBS table(CQI and SINR) and you will get the number of PRB necesary for that throughput,
