DL RxQual calculation by BTS

Hi friends,

In NetAct we find statictics on DL RxQual which can be calculated only by mobile, however we don't see such measurements being send on UL measurements report (by mobile).
Thus, how can the BTS collect these statistics ?

Dear Eritelecom ,
please be informed by below fact:
MS at dedicated mode sends measurement reports (by means of SACCH channels) on system information type 5&6 to serving BTS contains the DL level and DL Rx_quality of serving cell and DL RX level of best six neighbors and based on those measurements the BSS decide the HO decision after each measurement report
