hello
I have NodeB HS-PDSCH code congetion. Each nodeB has already configured 45 code. Please suggest me easy way to solve this problem?

Have you apply automatic code allocation ?
If pdsch is automatic so it shouldnt be congestion on pdsch, there is congestion and the value should be small.
In Huawei, there is RNC code allocation and node B Allocation. Huawe usually recommend to use node b code allocation and put RNC code allocation to be fixed 5 codes for fast code allocation.

Check NodeB Parameter MACHSPARA, Dynamic Code Switch = OPEN.
Code congestion will happen in single carrier cell or F1 cell. If single carrier cell experience very serious code congestion, add 2nd carriers is recommended.
For temporary we can activate LDR algorithm also

I could not find any counter showing NodeB HS-PDSCH code congestion. Please share the counter for measuring NodeB HS-PDSCH code congestion.

Counter name is "VS.PdschCodeUtil.Max" Is it correct?

Counter shows the HSPDSCH code utilization, if utilization reaches to 80% in BH then add dedicated second carrier or increase codes in cell if possible. There is no such counters for code congestion in HSDPA because UE's are scheduled in available codes.

I think there is no specific counter to show HSPDSCH congest, but we can use these counter to indicate the cell have code congestion:
VS.RRC.Rej.Code.Cong+VS.RAB.FailEstCs.Code.Cong+VS.RAB.FailEstPs.Code.Cong+VS.RAC.SHO.Fail.OVSF.Cong+VS.RAC.DCCC.Fail.OVSF.Cong+VS.RAC.HHO.CodeAssignRej.DL

To calculate Code Utilization:
(( <VS.MultRAB.SF4> + <VS.SingleRAB.SF4> )*64+( <VS.MultRAB.SF8> + <VS.SingleRAB.SF8> )*32+( <VS.MultRAB.SF16> + <VS.SingleRAB.SF16> )*16+( <VS.MultRAB.SF32> + <VS.SingleRAB.SF32> )*8+( <VS.MultRAB.SF64> + <VS.SingleRAB.SF64> )*4+( <VS.MultRAB.SF128> + <VS.SingleRAB.SF128> )*2+( <VS.MultRAB.SF256> + <VS.SingleRAB.SF256> ))/256

HS PDSCH is use SF16
