Have encountered the same problem, KPI is HSDPA_Setup_Failure_due_to_UE , counters incrementing is SETUP_FAIL_UE_HS_DSCH_INT

You mean the sector Id was incorrectly configured at a particular site?
But these failures are on every site, difference being some have more failures than others. However these failures are rarely many enough to cause a significant degradation.
Sometimes a BTS reset will help clear them as it could be a software glitch or a faulty FSME

Yes in our project, we also disabled WCEL Param HSDPALayeringCommonChEnabled. It was solved.

If Enabled then:
-The primary target of this feature is to direct the HSDPA UE to -> the cell that supports HSDPA
-non-HSDPA UE is removed from HSDPA layer
-If several HSDPA capable layers exist, the HSDPA load balancing between these layers is used
But before you enabled this parameter, make sure that each cells within same sector must have the same coverage of CPICH.
