yup agree with KPI. RF condition is the most possible thing that cause those problems.and then parameter discrepancy . u should check that. another thing is transport quality.

If RTWP is very high, we can say it's a problem with air interface, try to check feeders, MRFUs then the frequency.
Else may it's simply, the site cells, are not created in the switch, any way, counters are helping to find the problem, check call setup success rate, if its very very low, so create the cells in switch.

If no alarm, please check the KPI for Accessibility, Retainability, and Integrity. There are so many problems could be found.
