method to determining spectrum frequency and bandwidth

guys, i want to help my friend to do some research about managing frequency regulation in my country especially for LTE since the regulation for frequency isn't decided yet. if anyone have doc, report or experience about method to determining frequency spectrum and bandwidth technically and economically, you can share it here..thx..
