Can i access the remote/neighbor WBTS from any remote node located in field even i ca

Greetings,

I need to know example if i connected with one WBTS and i can ping any other neighbor WBTS OAM ip from FTM. Is it possible i can login other remote WBTS from OAM Ip rather to on location.
Should i have to go through telnet ftp access from Manager or ???
Waiting to know anything about this.
