high ho fail

hi everyone,
ı want to ask that there is a site in our network.all sector of this site have ho fail problems.we did hw check and didnt find any problem.and also we changed bcch frequencies..ı mean that radio conditions are ok..after that we think there is jammer in this region we checked but there was no jammer.
could you help me please.is there anyone who know this situation?

Have you tried to Reset TG, TRX or IDB reload ??

we checked tg trx...we locked trx but still the problem is ongoing..and also there is no problem at transmission.still we couldunt find the solution
