SCCP CREF After Paging Response

Please could you help with that?
I am having a lot of SCCP CREF (3) (user originated) from MSS after recieving a paging response from the BSC.
Do you know why I am getting that

I've seen SCCP CREFs for number of reasons before
Misconfigured LAC/SAC on the BTS,
Cell not provisioned on the MSS
buggy software ie sccp connection ID being resused
