Transmission Planning includes; planning of the traffic capacity of the network, radio frequency allocation, communication quality and availability and the selection of suitable radio components. The purpose of this document is to aid the Transmission Planner (TP) to design an Access Transmission Network using the planning rules provided to meet the specifications of availability and quality, by giving practical and technical advice. The intention of this guideline is not to be too detailed in technical and operational aspects, but enough to enable an engineer to start working as a designer. He/she will be able to understand the process and were it fits in the whole process of a cellular network design
