This is dynamic distribution of UL CE licenses between cells in one BTS.

yes you can.. from the ran 10 on wards this feature enabled..

This license open an optional feature in Huawei's NodeB for uplink. It is quite similar like HSUPA DCCC but everything is perform in the NodeB, so it's faster and without needs of reconfigurations. For higher HSUPA rates it is recommendable to be used.

It is better to use dynamic CE as it helps to reduce UL CE utilization. I did it and observed an improvement of 10-20 % in UL CE utilization of cells.

i have a low utilization on node b level. but still have a ULCE congestion. how can i configure this dynamic ce ?

How it's possible to have low utilization and at the same time congestion :)
For activation just open license attribute in your M2000, nothing else. i'd suggest you to evaluate what is your average throughput before that and be sure it's quite enough.

no, its not possible, UL pool is separate from DL pool
