Anyone can help me about Session Error cause by Connection Failed In mobile radio networks of second (GSM-GPRS)?

Inform 3 mssg:
RESEGMENT : (1) Retransmitted RLC data blocks shall be re-segmented according to commanded MCS
PRE_EMPTIVE_TRANSMISSION : (1) The MS shall use pre-emptive transmission
PRR_RETRANSMISSION_REQUEST : (0) Retransmission of a PACKET RESOURCE REQUEST is not requested
ARAC_RETRANSMISSION_REQUEST : (0) Retransmission of an ADDITIONAL MS RADIO ACCESS CAPABILITIES is not requested
TBF_EST : (0) The MS is not allowed to request the establishment of new TBF

What can I do for this problem. What cause of session error?
we use Huawei hardware.

" Why in Huawei Hardware often happened Intracell HO Failure with same BCCH and same Cell, after HO Failure is Datalink Failure T200",What solution for the cases???

And one problem again, "Missing neighbour same BCCH and same Cell", what can I do for this cases???
