what are the main causes of low Sdcch access rate apart from sdcch and Tch congestion?

High TA,Co-Channel/Adjacent Cell interference,wrong parameter setting etc

It can also caused by Ustable transmission over abis interface, hardware problems like Feeder, TRX and RF part connectors.

make sure accmin is set to 102 for 900 cell and 98 for 1800cells

Can also be caused by unstable transmission over abis interface, hardware issue ie TRX, connectors issue in rf part.
check if accmin is set to 102 900cells and 98 1800cells

The counter to check over abis interface are CLINKFAIL and COVERLOAD
