What can be a reason for high number of pmNoTimesCellFailAddToActSet?

Failure to add may be caused by congestion. Either it's due to admission or congestion control

I don't have congestion ,but pmNoTimesCellFailAddtoActSet continuous observe one site.

Salam Javed,

Please consider below actions:

1. Check if site is located in 2 RNC borders and if yes check defined relation type(Inter or Intra ) if it is wrong correct it
2. Mostly giving restart to RBS will solve the isuue
3. Check if it happened in process of NodB rehoming then consider cell definition in RNCs some time if cell is defined in 2 RNC (considering in one of them actually still is blocked) problem can occure

pmNoTimesCellFailAddToActSet counter is increased if during an attempt to add an RL (Radio Link), any of the following occur: admission is not granted, no DL channelization code is allocated, the RL Setup procedure fails (NBAP RL Setup Failure received).
RL Addition procedure fails (NBAP RL Addition Failure received),RL Setup or Addition procedure times out in the RBS, the Active Set Update procedure fails (RRC Active Set Update Failure received) or Active Set Update procedure times out in the UE. It affects cells which can not enter into the active set.

The above answer is quite correct.
pmNoTimesCellFailAddToActSet counter is increased if during an attempt to add an RL (Radio Link).
If unsuccessful RL Establishment then pmNoTimesCellFailAddToActSet will be increase in both cases: admission is granted or not granted.
However has difference in 2 cases: admission is granted, pmNoRlDeniedAdm will be increased; other hand pmNoRlDeniedAdm doesn't change.
If successful RL Establishment then pmNoTimesCellFailAddToActSet will be increase in the case: Active Set Update Complete received after the expiration of the supervision timer.

Please do check if you have some missing neighbors for this cell using WNCS. Also there is this phenomenon of Zombie cells, where in the cell is not radiating yet neighboring cells take attempt on it. For such cells, check if they are down and then delete their relations until the cell comes up. Another solution is to check no. of reverse relations define to this cell, try to optimize and reduce it to as minimum as required. I have been able to fix cells using these three methods if there is no congestion in the cell.

In addition to all that has been mentioned, there is also the possibility of the monitored-set cell having an issue. If for example, the cell to be added to the active set has a transmission problem, it might stiill be radiating CPICH and an attempt to add it to the active set would ultimately fail.
