High DL BLER %

I noticed high DL BLER all over our E******* network (WCDMA), however i cannot see any other indicators that are affected. Moreover, in our NSN network, BLER was normal.

What effects does BLER have on the network particularly on the customer?

It was still high. If there was something with the tool dont you think it would show in NSN as well?
