Assignmet failure in NSN

Hi All,
we observe strange problem and users complains in our NSN network... There are problems with some phone devices, when they tried to make call setups.
Sometimes the Immediate assignment is failure and the devices can not make a call. These problems does not occurs always, for example 15 fails from 30 attempts for call establishment. We notice that the problems occurs just in P-GSM band, in E-GSM we not observe this type of problems.
Is there anybody idea for this problem? May be there are some parameter settings or something else? Thank in advance...

Do you use both P-GSM and E-GSM in the same sector also you need to provide a scenario under which you faced the problem, site type and network structure like the bands used in the site and sector..

we faced also the same problem and we found that some handset didn't support SFH, so if you are using SFH try to disable it first.

thank you for your idea...
We faced the problem in different sectors with P-GSM. When the E_GSM is used we don't observed the problems yet. The problem is just with some devices(for example Nokia vendor) and for some SW versions of these devices..
May be there are some parameters settings that should be changed??
