ZEAC is for both. ZEAC is to add Adjacent Cell Parameters that includes HO & Reselection.

I got it now. You want to create neighbor only for reselection but not handover, in this case you create adjency by ZEAC command and change HO Parameters to make Handover difficult,like HO Power Budget Threshold change it from 6 to 30.

you can add adjacent only for reselection with Creating a BA-list and attaching it to a segment.
If this BA-list is going to be used for a segment which has more than one frequency band in use, then the type (frequency band) of the BA-list must be MULTI

Hi,

if you want to do this then try to not keep the BCCH in the BA list and just define a neighbor and assign a different BA list which doesn't have bcch 95 then i guess you will have a situation in which you can have handover in to the site but you can't reselect into this cell from the cell in which you changed the BA list without 95.
