NSN S14 dump Extractor

Hi Dears,
I'm new in NSN S14, now i have S14 dump in text format and want to extract it in either ACCESS or EXCEL format. May you please help me how can convert it? Also i used Nokia plan Editor v.4.6, but after installation i receive : Missing Lisence files error, can you help me what is the reason? attached is sample Dump.
