COST 231 wallfisch ikegami propagation model for urban areas

cost 231 and ikegami are 2 different model. Are you looking for the doc or the model for aircom?

No ida about aircom.

Cost 231 final report is available on the net somewhere.
What we call now "Cost 231 model" is modified Okomura-Hata to be used beyond 1.5 GHz (1.8/2.1), while Walfish-Ikegami is to be used in the cities for TX above roof level,
where street orientation etc is used. You might google also for later modification, called
Walfish-Ikegami-Bertoni.
If I am not wrong, it is the best open published model so far.

I know you asked about WI, but one nice open source implementation of cost 231 is:
GRASS-RaPlaT (http://www-e6.ijs.si/en/software/grass-raplat)
This is open source radio prediction SW, running on top of grass GIS package.
