-128 dbm in Tems

Hello, friends, do you know what does it mean, if you make a DT and see in TEMS blue line with level - 128 dBm, but connection doesn't Drop (see picture). Why it can bee? :confused:

How many Tems did you connect to the system?

Thanks for all, it was because was enabled BB FH on Huawei 2G equipment. As i understand, this is common huawei problem. :cool:
