Target BLER

I'm recommending to my operator to relax the target BLER for PS services to reduce the noise and interference floor in the system.

Currently the PS targets are 1%, except for the streaming PS services which are 0.3%.

I think a target of 10% would be good, but I'm wondering if some PS services have special requirements... e.g. is a lower target for streaming justified?
