No ABIS Interface

Hello,
One noobie question: If no ABIS link between BTS/NodeB and BSC/RNC(no matter what tech...GSM,WCDMA,CDMA) what happens with the transmitters from that BTS/NodeB? they keep emitting electromagnetic field(noise or something else) through connected antennas(for days if BTS/NodeB is always powered on...)? Or they have a stop-emitting-mechanism?
Which vendor has implemented(maybe...) such a mechanism in their products? if any...
