How to measure (calculate?) FER?

for Huawei equipement, there is some counters to calculate FER in M2000, i don't remember the exact name of the counter but i can find it if you want

Uhm, sure. It's called drive test, cell trace, etc. It'd be nice to specify the RAN and vendor equipment too.
For GERAN CS, it depends on DTX usage. The specs are nicely written for FER.
For UTRAN it's a bit tricky but still manageable.
Also, the vendor should've provided the statistics information about FER (as well as others).
