Hop count timer

Dear experts;

I have some questions regarding hop_count_timer,if I increased the value from 120 to 220 ;and already hop count=2 . the aim is to decrease the intra_cell handovers in order to decrease the drop rate.
So if i increased the timer this will force the ms to wait unti timer expiry or ms will handover as soon as handover due to interference is triggered and hop count exceeds 2.

Increasing the ho_count timer will not improve the DCR. instead it will cause increase in inter-cell quality handovers. And an increase in quality handovers normaly causes increase in DCR because most of the time these handovers occur to worst cells which end up causing ping-ponging on bad qual. If the hop_count_timer is still running, the MS will do an imperative RxQual HO to another cell after reaching the hop_count =2 (regardless of the set hop_count_timer). The BSS will not force the MS to wait until the hop_count_timer expires.
