I have observed several times during drive test that many of the 1800MHz cells delay in handing overs to thje 900Mhz cells.Sometimes they do not even handover to the 900 MHz cell even when the RXlevel for the 1800Mhz cell is very low and that of the 900cells are high.Though they are configured as neighbour cells.Has anyone experience this situation.How can I rectify this?

Hi,
It is because of 1800 cells are set higher priority than 900 cells.
What kind of vendor do your company use?

Hi mate;
You can control the layer threshold for band 1800 and make it near the band 900 but it is not recommended to make these two layers are in same level in case the band 900 is interfered by external interference.

Are you sure that problem is related to UL/OL border thresholds ? What about congestion in UL - i vote for this :p

Hi,
If you use Huawei with Algorithm I, cell 1800 can't hand over to cell 900 by better cell (layer handover, PBGT handover). Two kind of handover need you change are EDGE handover and BQ handover.
Edge HO DL RX_LEV Threshold
Edge HO UL RX_LEV Threshold
UL Qual. Threshold
DL Qual. Threshold
Note: Be careful conflict with UL RX_LEV Upper Threshold/DL RX_LEV Upper Threshold; UL Qual. Lower Threshold/DL Qual. Lower Threshold(Power control parameter)

Set ESI(Early sending Indication) to 1

i have checked Alex library for ESI, but it turned in 0 result.
Could u tell what is the winfiol command to change esi value and its range.:)

I think that ESI(Early sending Indication) is a NSN parameter - not E///

I worked on this problem for long time. If you are looking for solution in E/// need to give answer to below questions:

How many Layer do you have in your network?
How many HCS band do you have in your network and which layer belongs to which HCS band?

What is QLIMDL parameter value in your network?

What is MBCR parameter value in your network?
What is LAYERTHR value for 900 and 1800 cells in your network?

If I have the answers I can give you the solution and best strategy to overcome to the problem.

I think that ESI(Early sending Indication) is a NSN parameter - not E///

In E******* this parameter is ECSC (Early class mark sending) which there is no relation between this parameter and our friends problem.

I believe it depend on the operator strategy, normally it's preferable to push the traffic as much as possible to 1800 layer and hence adjusting the cell selection and reselection parameters and handover parameters to keep the traffic in 1800 layer as much as possible. Because of this maybe sometimes Rxlev in 900 layer is much better than 1800 layer, however because of these parameters and priority policies, traffic will remain on 1800 layer!
