Actually there is equation which return to the graph on the attached.
Actually this prxtarget will control the UL interference level for admission control and also to control the UL load.
The graph shows that, its better to maintain the UL interference on the linear slope which the set by this PRXtarget and offset, if the call happen on the logarithmic slope (next to the linear slope), so every small additional load will have high noise rise which make the system unstable.
So usually its better to set the value which refers to the 70%-80% of UL load.
But sometime in the WCDMA system, there is power spiking which make the AC rejection is so high, and i tried to reduce it by increase the prxtarget to max value (30 dB), and so far there is no problem. But this is not recommended value to set such aggresive value.
Setting too small value is not recommended, since it ll generate early AC rejection.

Uplink Interference Rise = -10 *Log (1-n) , where n = % of Load , so 90% Noise rise = 10 db .
