How does the E/// RBS assign cells to DUWs?

Lets say I have a 3x3 configuration. So total 9 cell carriers. Each DUW supports up to 6 c.c. so I need two DUW. How do these 9 c.c. now get assigned to the DUWs? If I want specific cells on a specific DUW how can I manipulate this assignment?
