Can UE report its own cell EcNo or RSCP

I am implementing an HO for intra frequency.


In my algo i want to keep the condition as

if Measured Cell EcNo > Current Cell Ecno and Measured cell EcNo > Threshold

Trigger HO


Here i want somehow UE report me EcNo or RSCP from its own cell.

UE reports serving cell/cells Ec/Io to RNC:)
Frist you need to set Sintersearch
after that deal with event2B and event2C
Of course neighbors relations need to be defined properly.
