IRAT HO problem

I need your help for IRAT HO problem, i face IRAT HO failure due to target cell problem that didn't send the physical information for non-synchronized handover (IRAT HO) only could you share the reason for this problem.

To check this problem, please share some information about your Network
- What vendors at your systems at MSC and RNC level: E\\\ or Hw or NsN ?
- Please send some Irat HO test log ( Tems is ok).
- Please check the inter working between 2 MSC( 3G - 2G).
