Here is the simplest way to create a tems cell file

open Microsoft Excel
add "55 TEMS_-_Cell_names " in the first column where 55 is the REV number

then add parameters as shown in Pic.

i.e. add site id, UARFCN, SC, LAT, LONG, MCC, MNC, LAC, CI, azimuth, ant beam width

I use the same cell file for all TEMS version, like Itking...it is standard cell file for all version of TEMS and you do not need more information, Itking gave you all what you need;)

Attached is the sample file for GSM containing info more then enough including neighbors, you can add the required information and ignore the rest.
