Hope the following steps help...
1. OSS Workspace Menu --> Performance --> Initiate Data Collection -->WCDMA RAN Measurements
2. Administration --> Add Profile --> UETR
3. Select RNC
4. Select UETR recording events
5. Enter user IMSI
6. Select date & time
7. Search and retrieve your recoding in performance --> WCDMA Recording file viewer.
