TFI - Temporary Flow Identity, is the ID of the TBF assigned. As on a single PDCH there are multiple established TBFs, so to identify uniquely every connection to the MS, the TFI is assigned. Remember, it is unique for all multiplexed MSs on the same PDCH for single direction, however, same TFI can be used in UL and DL for different MSs.

dear the unit of radio resource allocation and access is the radio blocks, as in gprs/edge the MSs are sharing the resources, which MS will use the next radio block, is a decision that PCU takes and informs the MSs through USF.

The TFI is indicated in every radio block in the DL direction, but the USF is indicated only when it is assigned and it is assigned only when the MS has some data to send.
