Hello Dear colleagues, can anyone please tell how I can determine if an EVDO Rev A site is congested and in need of capacity upgrade.

you can check the following:
1- Slot ocubancy ratio<=75%
2- Total active users (1 DOA carrier @300kbps/user should be <12 user)

I got similar responses from some of my colleagues in the industry,
Some say,
1- Slot ocubancy ratio<=75%
2- Total active users (1 DOA carrier @300kbps/user should be <12 user)
1- Slot ocubancy ratio<=90%
2- Total active users (1 DOA carrier @300kbps/user should be <7 user)
1- Slot ocubancy ratio<=70%
2- Total active users (1 DOA carrier @300kbps/user should be <8 user)
Do you have any idea how the values are derived, what determines the number of user limit and the slot occupancy limit.
And is the analysis to be done based on Busy Hour Statistics.

It indeed is the Slot Occupancy Rate - greater than 75% or so needs either of the following.
optimise sector by downtilt etc if SOR is high on just one sector to distribute load better to near by sites if available.
add another EVDO CECM card, off course another frequency will be required.
add another BTS nearby to balance load.
you should also check minimum idle reverse CEs for that congesting BTS EVDO.
