Hi!

You not mention detail this case: which multi-Rab effect (AMR+NRT, 2NRT,...). However, as you know RRC release only when Ue stay FACH state. When you use Cell-PCH, it mean after Ue from Cell-FACH ->Cell-PCH and have command RRC release, Cell-PCH must go back Cell-FACH to RRC release connection. this effect FACH capacity. You should be check T305,T307, N302 and T302...
