check on feature on BSC (active/not active) secondly refer to each BTS having its setting

First check if the licenced AMR features are activated on the BSC:
AMR FR:
ZW7I:FEA,FULL:FEA=72;
AMR HR:
ZW7I:FEA,FULL:FEA=1;

Then check to see if features have been enabled at BTS level with ZEQO command. Look for these parameters:
FRC = Full Rate AMR Codec
HRC = Half Rate AMR Codec

It will show complete parameter counters if you check from online Netact or dump parameter with CM-Opman.
