have serving + neighbors all -124 dBm? or only serving cell has -124? or only for neighbors?

when i was taking a test, i had a problem like this.

Serving cell + neighbor's rxlevsub values suddenly goes to -124 dBm, and gone drop without countdown.

Problem was originated from tems phone and also softwafe. don't worry this problem is not related with sites..

We experienced -125 levels for serving + all the neighbors. Later on it was found to be faulty Tems Handset.

The problem is only for serving cell (not all the seven time slots) and not the neighbors cells
I have suspected that the tems may cause that too but when i moved to another site everything was good, but moving back to the first site the problem appear again .

This sounds to me like dodgy hardware on the cell in question. Its possible that some timeslots are dodgy. If you only see this on once cell, I would have it reset forst and then I would have it checked by a Field Eng. I havent seen this in 3G beofre but I have seen it happen on GSM.
