It is quite well described in Alex. At least format ;-).
For parameters, refer to Node-B Managed Object Model.
You need to have good idea how it all works: it might be dangerous to experiment.

Based on examples, we generate them from our own planning tools,
so we keep planning database and reality in sync.

Of course, you have to be fammiliar with MOs, parameters and structure.
Maybe you can check http://www.finetopix.com/e*******/11551-jyhon-e-ran.html
making dump of one Node-B (based on example in E/// description) can give you an idea.
