Hi experts,
Could you please explain what a power congestion ? when it occurs ? how to solve it ? is there any relation with code/CE congestion ?

Power congestion is when the power utilization have reach a certain threshold specified in your network; in my network its usually at 85%. Once this is reached the network would try to push the UE to other sites or to GSM.

Multiple solutions for relieving power congestion:
You can adjust the offset in your utran nbr relationship
You can also increase the threshold from 85% to 95%.
You can downtilt or reduce power

Other than that you need 2C,3C, 4C.

ok lets discuss it by simple example.
A new service requests access and resource. THe RNC checks current cell load in DL and UL in the meaning of DL power and UL ENU. Then it does prediction how much increasement of current load will have if the new service is granted and if this calculation is below specific threshold for both DL and UL the service is grant if not reject. You can reduce the current cell load by introducing different load algorithms, increasing the capacity or reduce some how the current load by antenna design reconfigurations or even CPICH reduction.
