Suppose a site is using 16QAM modulation and all 15 TS at a time then what would be max speed a user can get?

Theoreticaly 14.4Mbps over the air. This rate is limited by many factors.

Sure.It is calculated on the bases that the chip rate of WCDMA is 3.84 Mcps, the spreading factor for HSDPA is SF16, the maximum number of available codes is 15, and the gain of 16QAM is 4. Thus, the rate is 3.84 Mcps/16 x 15 x 4 = 14.4 Mbit/s.
