Within one RBS and three sectors it is necessary to have timing shift in order to improve cell search procedure.Timing shift is regulated with tcell parameter.

What kind of information do you need regarding this topic?Per cell basis it is necessary to put default values.

From Hedex :
Meaning: Difference between the System Frame Number (SFN) and NodeB Frame Number (BFN) of the NodeB which the cell belongs to. It is recommended that Tcell of difference cells under one NodeB should be unique. For detailed information of this parameter, refer to 3GPP TS 25.433

In Huawei DC HSPA both F1 and F2 should have same TCELL offset. Here is an example bleow

MOD UCELLSETUP: CellId=XX521, TCell=CHIP0;
MOD UCELLSETUP: CellId=XX526, TCell=CHIP0;
MOD UCELLSETUP: CellId=XX522, TCell=CHIP256;
MOD UCELLSETUP: CellId=XX527, TCell=CHIP256;
MOD UCELLSETUP: CellId=XX523, TCell=CHIP512;
MOD UCELLSETUP: CellId=XX528, TCell=CHIP512;
