If a WCDMA cell is pegging many pmNotimescellFailaddtoActiveSet in an E******* System,what can be the reason and resolution?

Neighbor list is updated,no missing neighbors,downtilting optimization done.

Could it be an aggresive value of the sho parameters: cio, active set size, trig time etc. Also it could be due to lack of resources code, power, ce in the target cell. Synch fail between two cells could be a reason
