For 2G to 3G reselection and handovers you have to configure at BSC side. ( idle mode data and handover data)
For 3G to 2G reselection and handovers you have to configure at RNC side

if two systems located at different MSCs you have to configure external cell/LAC definitions on MSC for handovers

For 2G/3G cell reselection and intersystem HO, you should modify parameter at
BSC for 3G neighbor relation
RNC for 2G neighbor relation
MSC for both of 2G and 3G target handover, especially for 2G to 3G Handover,
also dont forget to adjust necessary parameter from both of RNC and BSC.
