depend on your default PDTCH (Packet Data TCH) that you dedicated for Data

There are two types of PDCH allocation. The dedicated PDCH assigned per cell and pooled dynamic PDCH resources within the BSC.

The Dedicated PDCH are always considered as busy channels and would not be pre-empted by speech traffic while the dynamically assigned PDCH is on default as non-busy channels and can be pre-empted by speech traffic.

One way for you make data traffic have high priority is to make this dynamically allocated PDCH as busy channels as scanned by the network. But of course you should also consider the dimensioning of your pooled PDCH resource on peak network traffic.

On 2G speech traffic takes high priority and when all the TCH resources are allocated there is no way a dynamic PDCH can pre-empt an on-going speech traffic. So you have to think of allocating additional dedicated PDCH on this case.

It's easy concept . Actually it is because of PREEMPTION from PS domain to CS domain.

yes, but on dedicated value is fixed wheter on high CS request

Yes , my answer is correct if PS time slots are on demand. If they are fixed it can happen because of Abis load, Interference, ...
