Hashing is used in CDMA system to camp subscribers on a particular channel in multiple carrier systems to initially balance or spread the number of users across the number of RF carriers avaialble.

I thought hashing was used as well in UMTS to park subscribers to one WCDMA carrier before the mobile attempted to request a traffic channel. There are many situations where WCDMA is deployed on both 870 MHz and the PCS band in the same area so all mobiles could see both CPICH's in each band. How would the system tell the subscriber which band to park or sync on if the subscriber received both WCDMA carriers with approximately the same Ec/Io?
