What kind of suitation/reason makes the UE cannot decode the BSIC GSM network?

recently i have a bad experience on this kind of matter...
the UE not always can decode the BSIC of cell A even the Rx level is high (around -50~60 dBm)
when the UE can decode the BSIC and locked in the cell A, and C/I is good when the Rx Lv aournd -50~60dBm.
Even the Rx lever around -85dBm, the C/I around 14~18

is anyone can explain this problem or any idea on this problem?

Many Thank!

Are you sure your using the correct SIM card for the operator your trying to decode the BSIC?

check if ur ue is not lock to network.
also try with other ue/SIM to rule out ue problem / sim.

yes, the UE was locked in the correct network. and i have tried different UE.

actually, during the DT, the UE makes a few call and no problem on dial up and HO, until to that location, cell 1 can detect the NL: cell 2 (target cell), cell 3 , cell 4
cell 3 and cell 4 can decode the BSIC, but cell 2 cannot....

btw, due to environment problem, cell 2 from -90dBm to -50 dBm around <6 sec, is it the change too rapid?
and at the same time, the Rx lv of cell 1 become weak (-80~85dBm) and the C/I become worse (10).

at first, it happened on 900 band (cannot not decode, but with high interference by other network), however, changed to 1800 band, the problem still here....but the C/I is ok

at other location and inside the coverage of cell 2, it can decode the BSIC....

any idea about this suitation?
many thank!!

try to check on the defined neighbor relation parameters both ways for the concerned cells.

try to check also for conflict of BSIC definitions on cells w/in the BSC. Just maybe this problem is on the database of your DT tool.

On what vendor are you experiencing the problem?

I specialise in location based services, and have noticed measurement reports on our SMLC which is connected to ******** BSCs over Lb, in which the BSICs of all neighboring towers are set to zero.

This seems to be specific to Moto; ALU and Huawei do not have this issue.

You may be expericnig a conflicting BCCH and BSIC with the source cell. This will lead to Ue not decoding BSIC. Check for cells with same BCCH and BSIC.

Agreed with you the.rf.consultant.

in 2G will happend because of same BCCH + BSIC (NCC), for 3G same SC on neighbor list that it make getting same problem too

Which tool Are You using?
Is it for Same Operator?
I mean to say 3G is from Different Operator and 2G is Different Operator and If you are using ICR than it may problem.

Check it on that front...
