can any body tell me what to compare between the two operators when doing IP Drive Test with HSDPA enabled .

you can check the following:

1- Physical layer throughput
2- MAC layer throuhput
3- CQI distribution as well as the average CQI
4- BLER distribution as well as the average BLER
5- percentage of Duplicated data received by the UE
