how to increase the node b capacity without adding any new CE cards?
and is it possible to use secondary scrambling codes to do that?

Just reduce primary CPICH power and you will increase a capacity.;)
If you have primary CPICH power set on 300, set it on 280:).

it is the short card action, some complaint still there because of you shrink of coverage handling, my opinion is for power congestion using PA Upgrade (from 20 to 40W), but if CE congestion you must upgrade the CE capacity or disable of PS 384 and reduce user of HSDPA.
